Create a list of all of the cake, frosting and decorating recipes you will use in your business, including all ingredients needed and preparation methods. Make another list of all the equipment you will need, being as specific as possible.

Find a commercial kitchen you can utilize, or devise a plan for modifying your home kitchen for commercial purposes. Community centers, religious buildings and local restaurants may allow you to rent space in their kitchens, but if you intend to build a new commercial kitchen or remodel an existing kitchen to meet the regulations you must submit your plan to the Department of Health before beginning construction.

Develop a business plan that outlines your costs and pricing structure, how you will accept payments and track accounts, delivery and transportation of the cakes if applicable, and advertising strategies. If you can, create a portfolio with photos of cakes you've already decorated to show to potential clients. Try to choose a wide range to show off the variety in your skills.

Register your business with the Hawaii Department of Commerce and Consumer Affairs Business Registration Division, and apply for a General Excise Tax license with the Hawaii Department of Taxation. If you will have employees, you must also obtain a Federal Employer Identification Number (FEIN) from the IRS.

Apply for a Food Establishment Permit with the Hawaii Department of Health. You will be required to submit information related to your business, including a full menu of the foods you offer and how they are prepared.

Prepare for the Department of Health inspection by ensuring your kitchen facility is clean and everything is properly installed and in good working order, and that you and any staff you have are trained in the appropriate procedures and ready to answer any questions the inspector may have. If for some reason you do not pass the inspection, you will be notified of the problem and given a specific time frame for fixing it.
If you do pass the inspection, your permit will be issued and you can start doing business.
