Turn over the key FOB so that you can read the back cover. If the lettering is too small for you to read, use a magnifying glass and look at it under light.

Look through the sets of numbers, and locate the "FCC ID."

Write down the FCC ID number. Your 1999 Explorer must have one of a few specific FCC ID numbers in order to function correctly.

Compare the FCC ID number to the following codes: CWTWB1U345, CWTWB1U331, CWTWB1U212 or GQ43VT11T. It must be one of those four in order to work.
