Click the Windows "Start" button on your Windows 2000 computer. Click "Run." In the text box, type "gpedit.msc" and press "Enter." This opens the policy editor.

Click "Computer Configuration" to expand a list of options. Click "Windows Settings"-->"Security Settings"-->"Local Policies"-->"Security Options." This displays several options in the central details pane.

Double-click "Allow system to be shut down without having to log on." This opens a configuration dialog box. Click "Disabled" in the drop-down and then click "OK" to save your settings.

Reboot the computer. The policy editor changes do not take effect until you reboot the computer.

How to Prevent a Terminal Server From Shutting Down
Terminal Services is the application included with the older Windows 2000 operating system. Remove the "Shut Down" button from the Windows Start menu to prevent the machine from being rebooted after initial login from the remote session. Network administrators who want to avoid accidental reboots of important server computers often use this feature. Remove the Shut Down option using the policy editor utility.
