Click the "Computer Configuration" option on the left to expand a list of options. Click "Windows Settings," then "Security Setting," then "Local Policies" and then "Security Options." Several configurations will be listed in the center pane.

Double-click the option labeled "Shutdown: Allow System to Be Shut Down Without Having to Log On." This will open a configuration window. Select "Disabled" and click "OK" to save your settings. Users will no longer be able to shut down or reboot the computer.

How to Prevent Terminal Server Users From Seeing Restart Now
Terminal Server is an older application available on Windows 2000 and Windows 2003 server operating systems. The software allows users to remotely access and control the server from their local desktops. Terminal Server lets you view the server's desktop from your computer, so you can also shut down or reboot the server. This can cause issues if users accidentally restart the server. To avoid this problem, you can use the group policy editor to disable the button for Terminal Server users.
