Scrub the rust spots using scouring pads and mineral spirits until the rust has been removed.

How to Restore a Rusty Tablesaw
To restore a rusty table saw is by no means a difficult task. Rust on metal is caused by humidity, so the trick is to catch it before it gets too severe. Once you have fixed the problem, keep the saw in a dry place. Sometimes, though, it is near impossible to keep rust at bay. Once you have restored your table saw, keeping it lubricated should solve the problem.
