- 1 Exercise "Exemption" and "Inspection" polices on your samurai troops repeatedly until you unlock the "Benefaction" policy. Select each policy from your policy list with the left analog stick and press the "X" button to execute.
- 2 Exercise the "Benefaction" policy repeatedly until local peasants present you with the first unlockable horse, Matsukaze, which has full stats in Speed, Power and Stamina. The number of policy executions required is random, so continue doing this until you receive your new horse.
- 3 Purchase a nearby port on the western coast of the island to acquire the "Chinese Trade" policy.
- 4 Exercise the "Chinese Trade" policy repeatedly until you are offered the second unlockable horse, the Persian Mare, for trade. The Persian Mare can set your enemies aflame when your horse collides with them. As with the first horse, the trade offer for the Persian Mare is random, so continue trading until you receive the desired offer.
- 5 Purchase a nearby port on the eastern coast of the island to acquire the "Western Trade" policy.
- 6 Exercise the "Western Trade" policy repeatedly until you are offered the third unlockable horse, Moon Child, for trade. Moon Child is mildly weaker than Mutsukaze and the Persian Mare, but while riding Moon Child, you cannot be knocked off your horse by musketeers. As with the second horse, the trade offer for Moon Child is random, so continue trading until you receive the desired offer.

How to Get Unique Horses on "Samurai Warriors 2 Empires"
Released as an expansion to "Samurai Warriors 2" in 2006, "Samurai Warriors 2 Empires" adds a bevy of tactical options to the game franchise. Players can reenact major battles from Japanese history with turn-based strategies and unlockable items, including new steeds for your main character. Players can unlock three new horses, each with different attributes and abilities. Unlocking each horse requires the player to perform specific battle-related tasks.
