- 1
Choose an RI from the available list on the NHTSA website.
- 2
Request the RI to submit a petition to the NHTSA on your behalf, to add a Nissan Pulsar GTiR to the "List Of Non-Conforming Vehicles That Are Eligible For Importation." You will need to give the RI the year, make and model of the car. The importer will also need to know which country you will be importing from. RIs are familiar with the petition process. Check with more than one RI to get the best estimate for converting your car to U.S. specifications.
- 3
Check the status of your petition on the NHTSA website, under "Status of Pending Vehicles." Once the petition is in approved status, make arrangements with your RI to receive your vehicle for conversion and obtain a copy of the approved petition.
- 4
Choose a Customs port of entry that will be convenient for you and your RI to pick up your Nissan Pulsar GTiR. A list of ports by state is available on the U.S Customs and Border Protection website.
- 5
Make arrangements with the shipper or carrier to send the Nissan Pulsar GTiR in bond to Customs at the port you chose. Download the Customs bond form 301 from the U.S. Customs and Border Protection website. The bond guarantees payment to Customs for any duty, taxes, and fees that are charged for your vehicle shipment.
- 6
Present to Customs the sales receipt, car registration papers and registered importers approved petition.
- 7
Give Customs the original bill of lading from the shipper or carrier you used. The shipper or carrier you use should already be aware of Customs requirements.
- 8
Complete Environmental Protection Agency form 3520-1. This form will be given to you by Customs.
- 9
Complete Department of Transportation form HS-7. This form is required by the National Highway Transportation Safety Administration. Customs will provide you with this form.
- 10
Pay duty and taxes to the Customs cashier. The duty and tax amount will be determined based on the price you paid for the car. For a Nissan Pulsar GTiR, duty is 2.5 percent of the purchase price. You can pay duty by cash (U.S. currency only), personal check drawn on a U.S. bank, travelers check, government check, or money order. Some locations will accept credit cards. But those locations are not listed so you will have to ask Customs in advance, at the location of your car's arrival.

Pick up your Nissan Pulsar GTiR from the inspection area, after an RI has your car converted to U.S. specifications.

How to Import a Nissan Pulsar GTiR
Since Nissan Pulsar GTiRs are no longer manufactured, you have to petition the National Highway Transportation Safety Administration (NHTSA), to add that vehicle to the "List Of Non-Conforming Vehicles That Are Eligible For Importation." As of September 2010, there are no Nissan Pulsar GTiRs eligible for import. To petition the NHTSA, you must get a registered importer (RI) to submit the petition, based on the fact that the importer can conform the Nissan Pulsar GTiR to United States specifications.
