A widely used audio editor that will work perfectly for this task is Audacity. This is a free editor with enough advanced options for you to create custom pager tones and send them to your iPhone. If you already have your own audio editor, that's fine. Just make sure you can input and output MP3 files, as well as edit your file and add special effects.

  Open your audio editor and upload the audio file you'd like to uses for a pager tone. If you don't have any file, you'll have to create your tone from scratch.
