Click "Tools" in the top menu bar in Outlook Express and select "Options."

I Cannot Open PPS in Outlook Express
Developed by Microsoft and included with versions 4 through 6 of the company's Internet Explorer web browser, Outlook Express allows users to send and receive email messages and view content posted in newsgroups. If you use the program on a computer running Windows XP with Service Pack 1 (SP1) installed, you will be unable to open PowerPoint Show (PPS) files. This is because SP1 changes Outlook Express's settings to prevent the opening of files that could contain or be disguised as viruses. Work around this change by changing the program's attachment settings.
