All users on a network do not enjoy the same access privileges. If they did a network would soon become a hopeless clutter of individual additions to the network.
Administrative Accounts

Users with administrative privileges are free to make changes to the network that are beneficial to all users. If you are not able to access User Accounts you may not be following the right steps.
Accessing User Accounts

Administrators should follow these steps to access a user account. Go to the start button and double-click on "Control Panel." In the Control Panel window double-click on the "Users Accounts" icon. Your account as Administrator will open. Click on "Manage another account." A User Account Control window will open and request permission to continue. When you click on "Continue," a new window will open with all user accounts present. Click on an individual user account. A new window will open with the changeable options noted. Make the desired changes. Exit to the desktop.
