How to Complete a Title Transfer in the State of Pennsylvania

To transfer a title to a vehicle to a new owner in Pennsylvania, the title must be filled out correctly. The owner(s), as stated on the title, must sign his name. The car's current mileage and the purchaser's name and address need to be filled out in Section A on the back of the title. Both owner and purchaser must sign and put their hand prints on the title in front of a certified notary. The purchaser must also complete Section D on the front of the title and include any lien holder information, if the vehicle is being financed.

      Get a safety and emissions inspection for the vehicle, if required. An emission and safety inspection is required every year, and is good for one entire year. The inspection tests look for many issues including any on-board diagnostic issues and check for gas cap leaks. If you pass the test, affix the inspection and emissions sticker to the windshield and keep the certificate. There are a local testing facilities throughout Pennsylvania.

      Go to a local Pennsylvania Department of Transportation office.

      Complete the "Vehicle Sales and Use Tax Return/Application for Registration" (Form MV-4ST). If transferring an out-of-state vehicle, complete the "Application for Certificate of Title" (Form MV-1). This form can only be obtained from a PennDOT representative.

      Show the PennDOT agent a current insurance identification card, valid Pennsylvania or other state-issued driver's license and inspection and emissions certificate, if required.

      Pay registration and transfer fees. As of 2010, title transfer fee for in-state and out-of-state vehicles is $22.50. If the vehicle has a lien holder, there is an additional $5 Recording of Lien fee. Registration for regular passenger cars is $36, and trucks is $58 and up depending upon weight. In addition, a six percent sales tax will be assessed based on the sales price or value of the vehicle. A new title will be sent to you in the mail.

      Place the new license plate with the current registration sticker on the vehicle. The previous owner is required by law to remove his license plate once the title is signed over to you. When you register the vehicle you will receive new plates, or you can opt to use an old license plate.
