Decide on what theme you want to use for the picture frame. For a baby boy, you could use a baby animal theme. For girls, consider using a button theme. For a gender-neutral frame, use a sweet-dreams theme. Many craft supply stores have a baby section specifically for craft projects with various types of themes for baby.

Pick out a frame size. Five inch by seven inch, and four inch by six inch frames will hold a professionally done picture or a standard-size photo. Look for a light colored frame that can easily be painted over. Working with a basic wooden frame would be ideal.

Use the sponge to apply two coats of craft paint to the frame. Let the frame dry between coats; after the second coat, allow the frame to dry completely before adding decorations.

Use a toothpick to apply tacky glue to the decorations. Glue on one piece at a time to keep the glue from drying on the decoration before you are able to add it to the frame.

Affix the decorations to the frame. Pieces can be overlapped to create a three-dimensional appearance, or left flat for a more traditional looking frame. For example, if you are using balloon decorations, you can paste the balloons to the frame and glue extra balloons to the first layer of balloons. When adding the second layer of balloons, do not cover the first layer entirely; glue the second balloon so that it is overlapping the first balloon.

Allow the decorations to dry completely before use.

How to Make a Baby Picture Frame
Pictures are one way to preserve those moments when your baby is brand new to the world. Picture frames allow you the ability to display those lasting memories. Make your own picture frame to complement a particular portrait, create a more personalized gift for a mother-to-be or create several small picture frames as party favors for a baby shower; give one to each party-goer and ask the mom-to-be to provide a small picture of the newborn once the baby has arrived.
