Regulations for off-highway vehicles in Arizona are managed by the state's Game & Fish Department. Utility vehicles, also known as UTVs, must display an "RV" level license for off-road use. All rules of the road established by the Arizona Motor Vehicle Department apply to off-road vehicles and their operators.
UTV Equipment and Operating Requirements

All off-road vehicles in Arizona must be equipped with manufacturer-designed safety equipment. Rear seats in UTVs must be installed according to specifications for the vehicle make and model. Handles and foot rests must be available for all passengers.
Arizona Seat Belt Law and Helmet Requirements

Arizona law requires that all front-seat passengers in UTVs have their safety belt securely fastened whenever the vehicle is in motion.
