NEMA reports tamper-proof electrical outlets contain automatic shutters that do not allow foreign objects to be inserted into them. Tamper-proof outlets only allow two pronged items inserted simultaneously to enter the outlet, reducing the risk of a single pronged item, such as a hairpin or paper clip, being inserted.

The Child Safety Outlet website reports that in North America around 2,400 children receive Emergency Room treatment for injuries caused by non tamper-proof electrical outlets each year. Around 89 percent of injuries caused by electrical outlets are inflicted on children under six years of age.

NEMA explains that the U.S. National Electrical Code 2008 Article 406.11 requires the use of tamper-proof electrical outlets in newly built residential receptacles. According to Child Safety Outlet the use of tamper-proof electrical outlets has been proven as successful by their use in hospital pediatric care units.
